Thomas A. Scully was president of the Federation of American Hospitals, when in March 2001 the Bush Administration nominated him to be Administrator of the Health Care Financing Administration, known after July 1, 2001 as the Centers for Medicare and Medicaid Services.

Scully came under criticism in July 2004, when it was revealed that in May 2003, Scully had threatened to fire Richard Foster, an actuary for Medicare, if Foster told Congress his projection that the pending Medicare bill would cost more than the Bush Administration was claiming. According to the Government Accountability Office, Scully's threat was a violation of federal law.

Scully left government in December 2003 and became a registered lobbyist for health care companies.
