In the Babylon 5 science fiction saga, Dust was an illegal drug designed to activate latent telepathy genes in mundanes, temporarily giving them the power of telepathy.
In the third season episode Dust to Dust, G'Kar uses Dust to mind-rape Londo Mollari and see into his memories, a crime for which he is jailed. It is revealed in the same episode that Dust was originally developed by the Psi Corps.
